From October 2026, Awaab's Law enters its second phase. The original legislation, which came into force in October 2025, set fixed timeframes for social landlords to investigate and fix emergency hazards, damp and mould. Phase 2 widens that scope considerably, bringing in a broader range of hazards under the same strict response windows.

For Tier 1 contractors delivering repairs and maintenance on behalf of housing providers, this isn't just a compliance update. It's a capacity problem.

What's changing

Phase 2 extends the fixed timeframes beyond damp and mould to cover additional categories of significant hazard. In practice, that means more properties, more inspections, and more remedial work all landing within the same tight response windows that already apply under Phase 1.

Housing providers and their delivery partners are being asked to do more, faster, with no extra runway to build up the workforce to match.

The real constraint isn't knowledge, it's capacity

Most Tier 1 contractors already understand the compliance requirements. What's harder is having enough vetted, available subcontractors on hand to respond within the new deadlines, particularly across trades like plumbing, damp remediation, and general repairs where demand is about to spike.
